Joe serves as a Supervision Principal at Ofcom, the communications regulator
for the UK. His role focuses on Ofcom’s work with the adult industry, including
helping operators navigate their obligations under the Online Safety Act.

Joe and his team have been engaging directly with the industry since 2023. Their
work has included attending conferences, conducting workshops and writing
guidance tailored to website owners moving through the compliance process.
Any site or app with users in the UK may fall within the scope of the Online
Safety Act. If a service hosts pornographic content, it must introduce highly
effective age assurance to establish that its UK users are over 18.
Ofcom oversees telecommunications, postal services, broadcast television and
radio, and online services in the UK. The regulator is independent of the UK
Government.
Its responsibilities under the Online Safety Act center on improving online safety
for people in the UK, with particular attention given to children. Online services
must use effective systems to protect users from illegal content and prevent
children from accessing pornography and other harmful content.
To carry out that work, Ofcom publicly consults on guidance, supervises
regulated services and helps them understand their duties. It can also pursue
formal enforcement action where it suspects a service has failed to comply.
Ofcom recently released a report called “Vet Your Vendor,” which is intended to
help website owners evaluate potential age-assurance providers.
